  1. Criteria for determining disability: A certificate signed by the physician or surgeon substantiating the disability, unless the applicant's disability is readily observable and uncontested; loss of use of one or both legs or hands, or a significant limitation in the use of lower extremities as certified by a licensed chiropractor; blindness as certified by a licensed physician or surgeon or optometrist.

  2. Placard design: A distinguishing placard bearing the International Symbol of Access ("the wheelchair symbol") issued by the Department of Motor Vehicles.

  3. Parking space provisions: Sign consisting of profile view of a wheelchair with occupant in white and blue background immediately adjacent to the parking space outlined or painted in blue and outlining on the ground in white or suitable contrasting color the same wheelchair symbol.

  4. Enforcement/Penalties: Any person that parks in the parking space designated for persons with disabilities when not entitled to it - a vehicle may be removed; any person that misuses or abuses the parking privileges using the placard when not entitled to it - the distinguishing placard may be revoked or canceled by the Department of Motor Vehicles.
