  1. Criteria for determining the disability: Unable to walk and/or blind.

  2. Placard design: Removable windshield placard displaying the International Symbol of Access issued by the Department of Motor Vehicles.

  3. Parking space provisions: Adjacent to curb cuts permitting sidewalk access to a blind or handicapped person and fifteen feet wide with the sign bearing the words "Handicapped parking permit required" and "Violators will be fined" in white letters against a blue background.

  4. Enforcement/Penalties: Any person that parks in the parking space designated for persons with disabilities when not entitled to it - for the third or subsequent time will be subject to being towed from such designated area and fined.
