  1. Criteria for determining the disability: Unable to walk 200 feet without stopping to rest; unable to walk without the use of a brace, cane, crutch, another person, prosthetic device, etc; restricted by lung disease; use of a portable oxygen needed; restricted by a cardiac condition; restricted by arthritic, neurological, orthopedic condition.

  2. Placard design: A hang tag displaying the International Symbol of Access issued by the Secretary of State.

  3. Parking space provisions: Complies with ADA Standards.

  4. Enforcement/Penalties: Any person that allows another to use its placard to illegally access handicapped parking privileges - handicapped privileges will be suspended for 6 months and fine of not less than $50 nor more than $250 will be imposed or an imprisonment for not more than 30 days for the first offense, or both; handicapped privileges will be suspended for 1 year and a fine will be not less than $250 nor more than $500, or an imprisonment not more than 30 days, or both will be imposed for any second or subsequent offenses; Any disabled person that fails to carry a pictured identification card - a fine of not less than $50 nor more than $500 or an imprisonment for not more than 30 days, or both will be imposed; Any person that misuses or abuses the placard issued to another person - a fine of not less than $50 nor more than $250 or an imprisonment for not more than 30 days, or both will be imposed for the first offense; the fine of not less than $100 nor more than $500, or an imprisonment for not more than 60 days, or both will be imposed for any subsequent offenses;  Any person that is not handicapped who intentionally and falsely represents itself in order to get such a permit - a fine of not less than $100 nor more than $250 or imprisonment for not more than 30 days, or both will be imposed for the first offense; a fine of not less than $250 nor more than $500, or imprisonment for not more than 90 days or both will be imposed for any subsequent offenses; Any person that parks in the parking space designated for persons with disabilities when not entitled to it - a fine of $275 will be imposed for the first offense, and a fine of $500 for any subsequent offense; If the violator is any other than the individual, a fine of $500 will be imposed; Any person that fails to return the plates within 45 days of the death of the disabled person - a fine of not less than $50 nor more than $500 may be imposed; In addition to all fines, any parish or municipality may impose an additional $25 fine for each violation;
