Criteria for determining disability: An obvious disability or a medical statement attesting to one of the following inabilities: a. manage, manipulate, or insert coins, or obtain tickets or tokens in parking meters or ticket machines in parking lots or parking structures, due to the lack of fine motor control of both hands; b. reach above his or her head to a height of 42 inches from the ground, due to a lack of finger, hand, or upper extremity strength or mobility; c. approach a parking meter due to his or her use of a wheelchair or other device; d. walk more than 20 feet due to an orthopedic, neurological, cardiovascular, or lung condition in which the degree of debilitation is so severe that it almost completely impedes the ability to walk; e. blindness accompanied by one of the above stated incapacities.
Placard design: Removable windshield placard displaying the International Symbol of Access, disabled person's or chauffeur's license number or the number of his or her official state personal identification card.
Parking space provisions: None given.
Enforcement/Penalties: Any person that is not handicapped who intentionally and falsely represents itself in order to get such a permit - a misdemeanor punishable by a fine of not more than $500, or imprisonment for not more than 30 days, or both, plus the placard will be revoked or confiscated; Any person that copies or forges a certificate of identification, windshield placard, or free parking sticker or sells a copied or a forged certificate, placard, or sticker - an infraction punishable by a fine of $250.
