Criteria for determining the disability: A severe visual or physical impairment which limits personal mobility; unable to walk without the use of a brace, cane, crutch, another person, prosthetic device, etc.; restricted by respiratory problems; restricted by a cardiac condition; permanent loss of all or substantially all the use of one or more limbs.
Placard design: A permit of durable plastic and of a design, size, configuration and with information as specified in the United States Department of Transportation in the Uniform System for Handicapped Parking, issued by the Department of Motor Vehicles.
Parking space provisions: Each space will be marked by blue paint on the curb or edge of the paved portion of street adjacent to the space, and a sign in conformance with the Manual on Uniform Traffic Control Devices.
Enforcement/Penalties: Any person that parks in the parking space designated for persons with disabilities when not entitled to it - a handicapped parking infraction punishable with a fine of not more than $100 for the first offense, not more than $200 for the second offense, and not more than $300 for the third or subsequent offense within one-year period.
