  1. Criteria for determining the disability: A severe visual or physical impairment which limits personal mobility; unable to walk without the use of a brace, cane, crutch, another person, prosthetic device, etc.; restricted by respiratory problems; restricted by a cardiac condition; permanent loss of all or substantially all the use of one or more limbs.

  2. Placard design: A permit of durable plastic and of a design, size, configuration and with information as specified in the United States Department of Transportation in the Uniform System for Handicapped Parking, issued by the Department of Motor Vehicles.

  3. Parking space provisions: Each space will be marked by blue paint on the curb or edge of the paved portion of street adjacent to the space, and a sign in conformance with the Manual on Uniform Traffic Control Devices.

  4. Enforcement/Penalties: Any person that parks in the parking space designated for persons with disabilities when not entitled to it - a handicapped parking infraction punishable with a fine of not more than $100 for the first offense, not  more than $200 for the second offense, and not more than $300 for the third or subsequent offense within one-year period.
