  1. Criteria for determining the disability: Limited or no use of one or both lower limbs; a neuro-muscular dysfunction which severely limits mobility; a physical or mental impairment or condition which is other than those specified above, but is of such a nature as to impose unusual hardship in utilization of public transportation facilities and is certified by a licensed physician; a blind person.

  2. Placard design: A special license plate issued by the Commissioner.

  3. Parking space provisions: Each space will be marked by a sign bearing the International Symbol of Access positioned from the parking space surface at a height of not less than 5 feet and may include the use of blue painted lines or markings. 

  4. Enforcement/Penalties: Any person that parks in the parking space designated for persons with disabilities when not entitled to it - a fine of not less than $50 nor more than $75 for the first offense and $75 to $150 for the second offense occurring within a period of 2 years within the same municipality; Any person that is not handicapped who intentionally and falsely represents itself in order to get such a permit - a fine of not less than $250 nor more than $1,000, and a permit will be revoked; Any person who knowingly dumps or shovels snow onto a handicapped parking space rendering it unusable - a fine of $25 for the first offense, and not more than $100 for every offense thereafter.
