  1. Criteria for determining the disability: Unable to walk 200 feet without stopping to rest; unable to walk without the use of a brace, cane, crutch, another person, prosthetic device, etc.; restricted by respiratory disease; use of portable oxygen needed; restricted by a cardiac condition; restricted by arthritic, neurological, orthopedic condition.

  2. Placard design: A certificate must be 9 and 1/2 inches in height and 3 inches in width and must bear International Symbol of Access in white and blue, the date of expiration, and a registration number assigned by the director. 

  3. Parking space provisions: Each space must be indicated by the use of a blue paint and a sign bearing International Symbol of Access and the statement that the unauthorized use of the space is nonmoving violation with a fee of $100. Complies with the ADA Standards. 

  4. Enforcement/Penalties: Any person that parks in the parking space designated for persons with disabilities when not entitled to it - an infraction punishable by a penalty of $100.
