1. Criteria for determining the disability: Unable to walk 200 feet without stopping to rest; unable to walk without the use of a brace, cane, crutch, another person, prosthetic device, etc.; restricted by lung disease; use of portable oxygen needed; restricted by a cardiac condition; restricted by arthritic, neurological, orthopedic condition; a blind person; no full use of an arm or both arms; any person in loco parentis of a person specified above. 

2. Placard design: A removable windshield placard issued by the Department of Motor Vehicles. 

3. Parking space provisions: Each space will be marked with a sign stating the penalty amount, and that vehicles in violation may be towed. 

4. Enforcement/Penalties: Any person that parks in the parking space designated for persons with disabilities when not entitled to it - a summary offense punishable by a fine of not more than $100; Any person that uses disabled parking placard to park for a period of 60 minutes in excess of the legal parking period - a summary offense punishable by a fine of not more than $15; Any person that parks in the space designated for a disabled person upon a request by such, or misuses the privileges provided by the handicapped placard when not entitled to them - a summary offense punishable by a fine of not less than $50 nor more than $200 and additional fine of $50.
