South Dakota

  1. Criteria for determining the disability: Certified that disability causes it to be impossible or a substantial hardship to walk. 

  2. Placard design: A portable certificate issued by the Secretary of State. 

  3. Parking space provisions: None given.

  4. Enforcement/Penalties: Any person that is not handicapped who intentionally and falsely represents itself in order to get such a permit - a Class 1 misdemeanor; Any person that is not disabled but uses parking certificate issued to a disabled person - the Department of Commerce may revoke such a certificate; Any person that parks in the parking space designated for persons with disabilities when not entitled to it - a Class 2 misdemeanor.
