  1. Criteria for determining the disability: Mobility problems that substantially impair the person's ability to ambulate: a. unable to walk without the use of a wheelchair, b. unable to walk without the use of a brace, cane, crutch, another person, prosthetic device, etc., c. unable to walk 200 feet without stopping to rest, d. restricted by lung disease, e. restricted by arthritic, neurological, orthopedic condition, f. use of portable oxygen needed, g. restricted by a cardiac condition, h. has another debilitating condition that limits or impairs the person's ability to walk; visual acuity of 20/200 or less in the better eye with correcting lenses; visual acuity of more than 20/200 but with a limited field of vision in which the widest diameter of the visual field subtends an angle of 20 degrees or less.

  2. Placard design: A removable two-sided windshield placard bearing an International Symbol of Access at least 3 inches in height, an identification number, an expiration date, the seal or other identification of the department issued by the Department of Motor Vehicles. 

  3. Parking space provisions: Complies with ADA Standards.

  4. Enforcement/Penalties: Any person that parks in the parking space designated for persons with disabilities when not entitled to it, or parks a vehicle so to block the disabled parking space, or lends a disabled parking placard issued to the person - a misdemeanor punishable by a fine of not less than $250 nor more than $500 for the first offense, not less than $300 nor more than $600 for the second offense, not less than $300 nor more than $600 and not less than 10 nor more than 20 hours of the community service for the third offense, not less than $500 nor more than $1,000 and not less than 20 nor more than 50 hours of the community service for the fourth offense, and $1,000 and 50 hours of the community service for any subsequent offense.
