1. Criteria for determining the disability: A disability that limits or impairs the ability to walk as defined in the Federal Uniform System for Handicapped Parking, 58 Fed. Reg. 10, 328 (1991).

2. Placard design: A removable windshield placard displaying an identification number, an expiration date, and the seal or other identifying mark of the division. 

3. Parking space provisions: Each space will be marked with a sign above ground level displaying the International Symbol of Access and clearly marked access aisle. 

4. Enforcement/Penalties: None given.
